Restoration of Ukraine or burying money?

The Prime Minister of Ukraine announced a number of programs for the reconstruction of important industries in the near future. These are critical infrastructure, power engineering, and health care. The main thing is that the sources of funds are determined. Why did this seemingly positive process have so many opponents?

Two irreconcilable camps

Regarding the reconstruction of the country in the conditions of war, there are two opposite points of view. Some believe that it should be done precisely before the end of military actions; others believe that the rush in this matter is pointless. Each of the camps has its own arguments.

Now or never

Those who believe that it is necessary to hurry and begin the restoration already this year, appeal with the following facts:

- Every month,the relevance of Ukraine’s war with Russia will become lower, and the scale of financial investments from the world community will also decrease.

- Preliminary agreements were made with the current government of Ukraine. If, for a number of reasons, there are changes in key persons,it will be more difficult to implement whatwas promised.

- The sooner the reconstruction of infrastructure facilities begins, the smaller the economic shock from the destruction will be for the country.

- For normalfunctioning in the next heating season, it is necessary to deal with restoration now.

Throw billions away

Opponents of rush are also right in some respects. Their main arguments are as follows:

• Everything that is built during the warcan be destroyed in a second. It will be much more difficult to achieve a re-allocation of funds for the same purposes.
• Projects will be made in a hurry, and because of this they may be less rational and not worked out in detail.
• The war makes it possible to report less carefully, therefore there isa high risk of misuse of finances.

Politics as an art of juggling

In fact, the task of Ukrainian politicians is to ensure that restoration takes place as rationally as possible. For this, the main goal is to sign officially all agreements on the restoration of infrastructure now, so that foreign partners cannot refuse later. Allother points are on the conscience of the governmentand in the control zone of the entire Ukrainian people.
